By the leave of the Kaiser, it is the Landsraad which makes most Shirerithian laws and sets most Shirerithian policy. In fact, by the Charter the Kaiser has to get Landsraad approval for certain drastic actions, such as dissolving a Duchy. Acts of the Landsraad are the most important laws of the land save the Charter and Kaiserial decrees. The Landsraad consists of all Dukes, all Barons, and the Praetor, an elected citizen who is responsible for moderating debates. However, not all Landsraad members can vote - only the Dukes and those Barons who have been granted votes by their Duchies can do more than merely add their voices to the debate. In the case that a fully extended Landsraad vote ends up in a tie, the Prętor may act as a tiebreaker.
Each Duchy has ten Landsraad votes. These are distributed, however, in a myriad of ways - in some, the ruling noble keeps all ten votes; in some, they are divided evenly between the ruling noble and zir spouse; and in some, some are given to Barons and Baronesses in reward for their loyal service. |
